To act as a sort of neighborhood watch, the volunteer police form would be able to keep an eye out in their neighborhood and perform citizen arrests. They would help keep the peace and stop individuals who would be drunk, or cause disruptions. 
A big reason for this was to help police officers by guiding them around neighborhoods and with the locals. At times a police officer would patrol with a volunteer. 
The program was first enacted in 1955 and disbanded in 1991, although today Russia has a similar program. 

 

The pins are sometimes found on the market still but the booklets are near impossible to find. With your purchase, you will get both a pin and an unissued booklet. 

 

The pins are all in good condition with little to no storage wear while the booklets show some signs of storage dust and fading but are still in usable condition. These are perfect to expand your soviet collection.
